TACKLING BULLYING IN SCHOOLS

Mary Douglas, 10, cries every night before she sleeps. The thought of going to school every morning to face some of her classmates, who continually torment her, is demoralising.

She attends one of the popular private schools in Lagos. As a matter of fact, it is a Christian school.

Since she got into the school, in primary one and now in primary four, Douglas has had a hard time challenging those who bully her. During an award night in the school, she was nominated by her bullies as the ugliest girl in school.

Her mother, Mrs. Chibuzor Douglas, feels worse. She said she had reported to the school authorities, but little was done about the matter.
She said, “I complained to the school proprietor about the matter. He promised me that he would put an end to it; but it has lingered on. Sometimes, I consider the withdrawal of my daughter from the school as a solution.

“The whole thing makes me sad. I believe what my daughter is facing in school is what has caused her behavioural change.”

Psychologists have noted that the behavioural change in Douglas — keeping to herself — could be caused by bullying.

An Associate Professor of Development and Clinical Psychology, Mrs. Esther Akinsola, defined bullying as a persistent, threatening and aggressive behaviour directed at a weaker, younger and less powerful individual. Akinsola added that such action could be verbal or physical.

She stated, “Bullying is usually an aggressive, verbal behaviour. However, at the initial stage, it may not be accompanied by physical assaults. Bullying is not peculiar to children alone, married couples also bully one another which is why I said that it is always directed at a ‘weaker’ person.”

The psychologist said a male pupil with the realisation of being bigger and stronger than other pupils could develop the tendency to exercise authority over younger and smaller pupils.

“The pupil knows he could get whatever he wants from other pupils by bullying them. No pupil will dare him. Other younger pupils will even be scared to challenge him. Bullying is a threatening behaviour to make the victim succumb to one’s demands,” she said.

What makes a child become a bully? Akinsola says bullying is an act a child learns at home.

She said, “Children are not born to be bullies, they obviously learnt it from home. If a child grows up in a home where the father constantly bullies the mother, the child might grow up to become a bully, which is what the child was exposed to. If it is a female child, she may not become a bully, but she may end up acting like a male child. This is because she had been exposed to a rough, aggressive and volatile environment.

“Some parents are not aware of the fact that the type of environment they create at home goes a long way in shaping their child’s future. Children copy what they see their parents do.”

Gbemisola Kadiri’s story is akin to Douglas’s. Kadiri, 12, looks a little too small for her age. But this is not the reason she is being constantly bullied by her classmates – the older ones. Many times, her mother, Mrs. Folu Kadiri, has caught her daughter writing hateful notes about her life and school.

Kadiri, who was once described as a kind, sweet child is now withdrawn and quick-tempered. Even when her younger siblings try to play with her, Mrs. Kadiri said her daughter responds in an angry manner.

She said, “My daughter is in J.S.S.1. She attends a public school. Nowadays, she does not want to play with her siblings. She always looks withdrawn and lost in thoughts. When I inquired from her teacher about her behavioural change, her teacher said she was being bullied by some of her classmates. The teacher said she had tried many times to caution the pupils, but they have refused to stop the act.”

Many parents whose children are victims of bullying often find it hard to handle the matter. Advising mothers, an expert in psychology, Fagboungbe Oni, said bullying is a serious case which should not be left to the child to deal with or handled alone.

“The child needs the help of his or her parents and teachers. This is because it is a situation that subdues a child. The child won’t be himself; he would lose concentration and always think of how to escape from his bullies. This is why parents must constantly speak with their children on a daily basis. Whenever a child gets back home from school, parents should ask him or her about all that happened in school. A child who is bullied would not be happy at school and at home. If the parents notice this behaviour, they should make the child talk. The parents should also inquire from the class teacher about those bullying their child,” he said.

GOVERNMENT TAKES ACTION AFTER PREGNANT WOMAN WAS BEATEN BY NURSE IN CALABAR (PHOTO)

Some hospital staff have been suspended over alleged gross misconduct and negligence towards a patient in Calabar, Cross River state. It was gathered that on Friday evening, a pregnant woman in labor was brought to PHC Mayne Avenue. 

Rather than hospital workers helping her into the labor room, they demanded for N20,000 for surgery and allegedly pushed the woman out of the facility when she didn't pay despite her pain. It was alleged that a trained nurse named Eme Bassey used mop stick to beat the woman, claiming that she bit her hand with her teeth..

The pregnant woman went to the grass in front of the facility where she struggled on her own to deliver her baby and was aided by a member of the community and other passer by. When finally the woman put to birth, the youths in the community went into the health facility to move the said nurse out to ensure she assisted the woman. It was then she reluctantly came out to help the woman deliver her placenta and finally let her into the facility.

The Director General of Cross River State Primary Healthcare Development Agency, Dr Betta Edu when called, arrived the facility in complete shock that women could give such treatment to a fellow woman. 

The DG, with immediate effect suspended all the staff involved and the PHC coordinator who supervises then. All staff involved are to face disciplinary committee and might face tougher sanctions including dismissal if the board so decides.

Job Title: Account and Admin Assistant

Details:
Supports in the financial review of accountabilities and disbursement of funds ensuring that funds disbursed are in line with set activities/ budget and that accountabilities are submitted in a timely manner;

Supports inventory management, maintenance and updating of fixed asset records, supports good financial documentation, timely reporting of partner advances, supports procurement of goods and services.

This is a fulltime position and the holder is expected to support the procurement and supply chain management of goods and supplies to supported health facilities and the program as a whole.

Supports appropriate utilization of program vehicles; responsible for scheduling of program vehicles to field activities.

Key Roles
Finance duties:
Support to collate and review financial back up for liquidation of cash advances.

Support in payments processing, project expensing and advances management

Monitors vendor invoices & accounts payable;

Send original invoices, receipts and expense reports to the accountancy firm;

Communicate with accountancy firm on payment of invoices and on reimbursement of expense reports;

Supports in inventory management and reporting.

Administration:
Provide logistics support for trainings, meetings

Maintains files of all AHF minute of meetings.

Qualifications
Professional qualification is an added advantage.

Skill Sets: Written/oral communication, computer literacy, sensitivity and confidentiality to issues around HIV/AIDS, team player, working under minimum supervision, and ability to read and interpret articles.

Minimum of a Bachelor degree or HND in Accounting, Finance, Commerce, Business Administration from a recognized college or university with 1-2 years’ experience in a field directly related to admin support, budget management, basic finance management, supplies and procurement management.

UNDERSTANDING FAMILY PLANNING AND ITS SIGNIFICANCE

Family planning is one of the 10 great public health achievements of the 20th century.

The availability of family planning services allows individuals to achieve desired birth spacing and family size, and contributes to improved health outcomes for infants, children, women, and families.

Family planning services include:

• Contraceptive services

• Pregnancy testing and counseling

• Pregnancy–achieving services including preconception health services

• Basic infertility services

• Sexually transmitted disease services

• Broader reproductive health services, including patient education and counseling

• Breast and pelvic examinations

• Breast and cervical cancer screening

• Sexually transmitted infection (STI) and human immunodeficiency virus (HIV) prevention education, counseling, testing, and referral

Abstinence from sexual activity is the only 100% effective way to avoid unintended pregnancy. For individuals who are sexually active, correct and consistent contraceptive use is highly effective at preventing unintended pregnancy. The most effective methods to prevent unintended pregnancy include long-acting reversible contraceptives such as intrauterine devices (IUDs) and contraceptive implants, followed by other hormonal contraceptives including oral contraceptives (pills), the patch, the ring, and the Depo-Provera shot (DMPA). Condoms protect against both unintended pregnancy and STIs, and their use should be encouraged. Both men and women should be counseled about using condoms at every act of sexual intercourse when not in a long-term, mutually monogamous sexual relationship.

IMPORTANCE OF FAMILY PLANNING

For many women, a family planning clinic is their entry point into the health care system and one they consider their usual source of care.

In 2015, publicly funded family planning services helped prevent 1.9 million unintended pregnancies, including 440,000 teen pregnancies.

Unintended pregnancies include pregnancies that are reported by women as being mistimed or unwanted. Almost half (45%) of the 6.1 million annual pregnancies are unintended.

Unintended pregnancies are associated with many negative health and economic consequences.

For women, negative outcomes associated with unintended pregnancy can include:

• Delays in initiating prenatal care

• Reduced likelihood of breastfeeding

• Increased risk of maternal depression

• Increased risk of physical violence during pregnancy.

Births resulting from unintended pregnancies (in most cases) can have negative consequences including birth defects and low birth weight.

Children from unintended pregnancies are more likely to experience poor mental and physical health during childhood, and have lower educational attainment and more behavioral issues in their teen years.

The negative consequences associated with unintended pregnancies are greater for teen parents and their children.

Eighty-two percent of pregnancies to mothers ages 15 to 19 are unintended.

Twenty percent of all unintended pregnancies occur among teens.

Similarly, early fatherhood is associated with lower educational attainment and lower income.

Moreover, children of teen parents are more likely to have lower cognitive attainment and exhibit more behavior problems.

Sons of teen mothers are more likely to be incarcerated, and daughters are more likely to become adolescent mothers.

Unintended pregnancies occur among women of all incomes, educational levels, and ages. However, there are disparities in unintended pregnancy rates.

The rates of unintended pregnancy are highest among the following groups:

• Women ages 18 to 24

• Women who were cohabiting

• Women whose income is below the poverty line

• Women with less than a high school diploma

• Black or Hispanic women

 In addition, men are less likely to have access to and receive family planning services than women.

Barriers to people’s use of family planning services include:

• Cost of services

• Limited access to publicly funded services

• Limited access to insurance coverage

• Family planning clinic locations and hours that are not convenient for clients

• Lack of awareness of family planning services among hard-to-reach populations

• No or limited transportation

• Inadequate services for men

• Lack of youth-friendly services.

Emerging Issues in Family Planning

Many women of reproductive age can benefit from preconception care (care before pregnancy).

Preconception care has been defined as a set of interventions designed to identify and reduce risks to a woman’s health and improve pregnancy outcomes through prevention and management of health conditions.

Preconception care can significantly reduce birth defects and disorders caused by preterm birth.

Elements of preconception care should be integrated into every primary care visit for women of reproductive age.

Preconception care must not be limited to a single visit to a health care provider, but should rather be a process of care designed to meet the needs of an individual.

As part of comprehensive preconception care, providers should encourage patients to develop a reproductive life plan.

A reproductive life plan is a set of goals and action steps based on personal values and resources about whether and when to become pregnant and have (or not have) children.

Providers also must educate patients about how their reproductive life plan impacts contraceptive and medical decision-making.

Increased awareness of the importance of preconception care can be achieved through public outreach and improved collaboration between health care providers. Currently, only about 30.3% of women report receiving pre-pregnancy health counseling.

Future efforts should promote research to further define the evidence-based standards of preconception care, determine its cost-effectiveness, and improve tracking of the proportion of women obtaining these services.

Role Purpose
Save the Children is seeking a Human Resources and Administration Coordinator in its newly established Yobe field office to provide support and assistance for the development and management of Human Resources and Administrative functions and for the development and maintenance of policies & procedures.

The Human Resources and Administration Coordinator will contribute to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to Save the Children’s Quality Standards and the NGO Code of Conduct, and will endeavour to implement effective administration systems.

Key Areas of Accountability
Recruitment:

Maintain a database of recruitment related advertising agencies – including websites, professional forums, and costs.

Receive applications from prospective candidates and maintain an applicant database.

Develop a standard induction pack and maintain an induction schedule for new staff

Participate in panels as well as in the short listing and interviewing as well as negotiating offers for prospective staff

Participate in the planning and facilitation of Global Inductions for new hires within Save the Children in Nigeria on a monthly basis.

Representation:
Assist HR Manager in developing and maintaining contacts with other key INGO players to undertake a regular review of their terms and conditions of their salary structures.

Assist with the analysis of HR needs of a programme and look for sustainable solutions.  

Provide a generalist HR service to managers across a full range of HR issues

Human Resource Management:

Assist the Human Resource Manager in the development of annual needs for development / training through the formal performance review process.

Identify training courses and their costs and maintain a list of available courses.

Research training opportunities as prioritised by the SMT or as requested by supervisors.

Provide support to supervisors to arrange training opportunities for staff.

Preparation of consultancy contracts for national and international consultants as well as keeping an updated and accessible database of consultants in line with acceptable SCI procedures.

Administration and Office Management:
Management of Office facilities and travel for the Country operations

Ensure the Yobe office is well equipped, has sufficient levels of supplies (consumables, stationery, equipment) etc, is fully functioning and fit for purpose to enable all staff to operate with maximum efficiency

Oversee the maintenance of Yobe office premises/residences, furniture, fittings and all equipment in a fully functioning state.

Pro-actively identify potential problems affecting staff and the running of the office, proposing solutions and working to put them in place

Ensure compliance with Save the Children Quality Standards, Global Policies and Guidelines

Travel, Logistics & Events:
Oversee the management for all travel, business visas, and accommodation for visitors, consultants, and staff on official Save the Children business. 

Ensure that travel is on schedule and cost effective and that visits to Country Programmes occur with a minimum of disruption and downtime.

Ensure that meetings and conferences are effectively managed in the CO ensuring value for money and transparency in all the processes.
